The central goal of the Center is to improve public understanding of Congress.

The Center does this in a strictly non-partisan way -- the goal is purely educational -- to explain the work and role of Congress. What sets the Center apart from other institutions concerned with Congress is that the primary mission is to explain Congress to ordinary people. The Center is not a think tank on Congress. It is not producing detailed position papers on Congress with a lot of technical suggestions. It does not aim its work at members of Congress, the Washington press corps, or Ph.D.s in political science. Instead, the Center's unique niche is working to explain Congress to the average citizen.
