The project director and the University bear the responsibility
for the administration of the sponsored project. This includes
administration of policies and procedures of the University
and the rules and regulations of the government and funding
agencies. Everyone approving the routing form has the responsibility
of ensuring that:
- The proposed work is consistent with the policies and goals of the University
- The University can provide the necessary facilities, equipment, and services required
for the conduct of the project
- The University can provide the necessary personnel
- The University has the legal authority to accept funding and requisite policies,
procedures, and personnel for proper financial management of any funded project
- The total costs are reasonable and there is a plan for meeting such costs either from
grant funds or from some other source
- The University is willing to share in the costs of the project if the project requires cost
sharing
- The proposed costs are allowable and the treatment of direct and indirect costs is
consistent with federal, University, and agency policies
- The project involves use of human subjects, animals, or biohazards and if appropriate
approvals have been obtained
Special concerns exist at each level of project administration:
- The project director assumes the responsibility for the administration of
the project.
- The department chair ascertains that costs are reasonable
and that the project can be accomplished within the broad
scope and outline of the proposal. The chair also verifies
that special needs can be provided at the departmental
level, such as equipment, space, supplies, and faculty
release time.
- The dean of the school is responsible for salaries and
salary rates used for current and projected staff. The
dean is also responsible for meeting commitments made
in the proposal by the school.
- Sponsored Research Services in the Office of the Vice
President for Research must be assured that the project
is consistent with the academic and financial policies
and goals of the University, that all proposed research
is in compliance with university policies and all regulations,
and that the proposal is appropriate for the intended
agency, and that all project commitments, including future
commitments, can be met or are reasonable.
